STATE PLAN/ MONITORING COMMITTEE

2. Stimulus funds: Lorna Ricci
reported that to-date the Centers have
not received any stimulus funds. Part B stimulus
funds ($250K) which were earmarked for home modifications requires a state match of $24K. ORS is working with
state officials in hopes of obtaining the
necessary state match. She also stated that
the Part C stimulus funds were expected shortly and that some states may have already received their
funds.

4. Review briefly the 704 Report: Liz Graves commented on the efficient
process used in completing the 704 Report in a timely manner. Camille Pansa
stated that she has received the Centers’ 704 Reports and has forwarded said
reports to Council members.
5. Review Timeline:
Ø The importance of
attending meetings or sending a representative and completing drafts reports on
time was emphasized.
Ø The day/time of
the meetings was changed from Wednesdays to Fridays and from
Ø One public hearing
will be held on May 19th from
Ø Lorna Ricci made
a motion seconded by Leo Canuel to start with existing 2008-2010 SPIL and modify each section to bring it up to date whereas, this
SPIL took extensive work and planning; whereas, the need for these services has
not changed significantly; whereas, the public forums support these needs. Vote passed unanimously.
Ø Ron Racine will
contact Steve Brunero and schedule budget meeting dates in late January or
early February.
6. Needs Assessments sources – update: Information from
the following sources will be considered: GCD Forums, ORS Needs Assessments,
704 Reports, and the
7. Goals and Objectives: Don Phelps made
a suggestion to reference the
Goal 1 will
remain the same. Goal 1, Objective 1 will include transitioning 36 individuals over the three year plan. It was noted that although the goal of transitioning
75 individuals in the existing
SPIL will not be reached, this goal does not take into account a significant number of individuals for whom nursing home placements have been deferred through
the provisions of IL services. Leo
Canuel will consult with Lorna Ricci on updating
Goal 1,Objective 2 to address these individuals. It
was decided not to include the Olmstead
Plan in the SPIL.
